Quantica and Southeastern Montana Building and Construction Trades Council Reach Labor Framework for Big Sky Digital Infrastructure Project

Agreement outlines union-built construction, apprenticeships and labor standards for the Big Sky data center and energy project

BILLINGS, Mont. (June 17, 2026) – Quantica Infrastructure, LLC (“Quantica”), sponsored by EnCap Investments L.P. (“EnCap”), developer of integrated digital infrastructure combining renewable power, fiber conduit networks, and data center campuses, and the Southeastern Montana Building and Construction Trades Council (“SEMTBCTC”), a regional AFL-CIO affiliated federation representing local construction and craft unions, today announced they have entered into a labor Memorandum of Understanding (“MOU”). The MOU guides union construction for the Big Sky Campus, a large-scale data center and energy project, developed by Big Sky Digital Infrastructure (“BSDI”), a Quantica company.

The MOU establishes a cooperative framework focused on union-backed workforce development, apprenticeship and training pathways, and project stability for the Big Sky Campus, which is planned to include a large-scale data center campus and new energy infrastructure. Under this agreement, Quantica and SEMTBCTC will work together to expand a highly skilled workforce, boost apprenticeship and training opportunities, and prioritize qualified local labor throughout the project, including pathways for underrepresented communities in the construction trades. The MOU reflects a shared commitment to delivering critical infrastructure while creating high-quality jobs and long-term economic benefits for Montana workers and communities.

BSDI has emphasized its commitment to pay its own way for power, funding new generation and infrastructure required for the campus, without increasing Montanans’ electricity bills for its project.
